@ZL. UTF-8 options are available in the component Options.
Also, the most important thing with regards to UTF-8 filenames is to force UTF-8 when you use FTP to place the file on the server. My experience has been that no matter what you make the settings to be, if you did not upload via FTP with the charset set to UTF-8 for uploading, then they won’t show right.
Changing of UTF-8 settings did not help me, in component Options.
But when I uploaded files to the site using Joomla plugin “Extplorer” all filenames are listed correctly!
I think some FTP client would do the same job, as you wrote.
Previously I placed files to the web site (Win2008R2) by operating system (Total Commander, Windows Explorer) – it was a wrong way.
