language problem with my plugin…

hi …i’m using easy folder in my joomla website in two languages …in english the plugin works fine but in arabic the titles of the link appears as diamonds with question marks inside it …when i am changing my encoding of the browser from utf-8 to arabic(windows-1256) the title appears in arabic and every thing else changed to rubish …what i have to do to fix this problem …any help appreciated
note:i am using the plugin in local server..apache 2.2.11 and php 5.3
